The organisation lodges a completed Application Document and obtains The Exemplar Award Guidelines Manual, (template) Submission Document, Submission Assessment Document, and other supporting documents. The organisation prepares a draft Submission Document at the organisation’s own pace.
The organisation may choose to use The Exemplar Award framework to further develop their system or service before proceeding with the development of a draft Submission Document.
When the organisation feels they are ready to lodge a draft Submission Document, they can move to Phase 3: Submission.
